can the 9v supply and the 12 v supply be used at the same time to power one device that needs 9v and one that uses 12v?

Absolutely 100% confirmed. I have mine powering a 15" monitor from the 12V port and Intel Compute Stick on the 9V port (with step down converter to 5V) simultaneously with no problem. Works like a champ, I love this thing! It comes with a splitter cable so you can plug it into the wall charger and use it at the same time from the 12V port. Get yourself some 2.1mm X 5.5mm adapters and you'll be able to power anything you want simultaneously from the 12V & 9V ports.
