what is the difference between the one that comes with a battery pack system and the one that doesnt

The difference is it doesn't come with a battery system. You would have to purchase one separately.

They may have different frequencies available, you would have to check with the manufacturer, often different colors they will give diff frequencies for that exact reason.

I bought this toy and it does not work at all after charging the battery for 5 1/2 hours

Send it back you may have a defective one i bought one and my son loves it the only thing is charging time to playing time ratio isnt good you vharge it for 4 hours and get to play for 30 mins

Can this be driven on the road or concrete also

The car can be driven on a hard surface like a driveway or sidewalk, but it is hard to make it go straight on those surfaces. It works better on grass. It is supposed to work on snow also, but we haven't had a chance to try that out yet.
