Do you need to expand the spinner?

Yes you need to expand it. The product comes with instructions for use. It will make it easy for you to unfold the product

to Seller/Manufacturer: What grade of stainless steel is this (e.g. 304, etc)?

Hello, the product is made of 304 stainless steel

How do you set up the spinner? I have the instructions do I bend it?

The product is equipped with instructions, so you can easily rotate it

No they do not make noise when they are spinning however when it is really windy they sometimes bang on the house a little. I really enjoy watching them as they are very pretty and mesmerizing. I got them hoping they would scare away the woodpeckers that are destroying my house but they must think they are pretty too as they land right next to them & peck away! Hope this helps you:)
