30 inch waist. what size?

I would assume they come in different waist sizes. Mine was either a 38 or 40. Waist size IS the proper way to measure. Not (except perhaps in extreme cases) the size of the "equipment".

Can a cup be worn with this jock?

No. This is just a strap. It does not have a sleeve or pocket where a cup can be placed.
