why is dvd not playing but vhs still plays?

Maybe you need to clean the DVD player. Possibly the disc itself is scratched too.

I want a vcr recorder and player that will record from tv and then play it back

This one will not record from tv. It is play only what you need is one with a digital tuner. The one I have will not record.

does the tuner have digital

AS far as I remember the answer is NO. Ours broke shortly after we got it.

Will this play my older vcr movies and be compatble with my samung smart tv?

If it has av cable ( red yellow white) should work perfectly
